This article, the fourth in a six-part series, takes a timely lookat scenario planning. This powerful tool can be used by strategicplanners to frame the future and is useful in guiding representativesof the public water supply community when planning forfuture uncertainty. This article presents five scenarios that werediscussed at a 2002 AWWA Research Foundation workshop inwhich participants evaluated societal, business, and utility trendsand used scenario planning to craft a water utility strategy forfuture success. A complete scenario regarding global warming ispresented in the article, along with four condensed scenariosdealing with how utilities will assimilate developing technology,the effects of changes in the population on demands exerted onutilities, the development of creative partnering and regionalization,and water utility response to catastrophic events.
